With the RTX 3070 Ti (or SUPER) we will find a GA104-400 chip with 3072 Shaders in 48 SM that will be attached to 8 GB of GDDR6 or GDDR6X for a 256-bit bus and where its bandwidth is stipulated over 512 GB / s, depending on the final speed of your memories.
As for the RTX 3070, it will carry a GA104-300 with 2944 Shaders in 46 SM with the same amount of VRAM and bus as its older sister, so we will have a good competition here, since the performance will not be very uneven between the two.
